First up, the SugarCRM self-service portal comes with Enterprise and Ultimate edition only. It is a separate application which needs to be deployed in a web server.  It is consumed by web app through an iframe.

It will only provide certain modules like Cases, Bugs. The SugarCRM Portal, does not cater for Opportunities or Quotes or Accounts.
